There is some dirt/debris/oxidation in the carburetor and can’t move anything other than choke lever, debris isn’t bad and I would think the parts would move freely when taken apart and cleaned. Comes with rubber boot. Rubber is soft everywhere except where it clamps to the carb, which can be softened with wintergreen oil. Please ask questions if you have any, thank you for your interest.
